A License is an individually Licensed Activity at a given address. Licenses are given out by States, and sometimes individual Counties, to a Company to authorize them to perform a task.
A Company can have multiple Licenses across different addresses, including across different states. For example, Columbia Care LLC owns several licenses across multiple different states:

People can be associated to a Company, License, or both. People associated to a Company record are considered "Corporate" Employees, while People associated to a License would be "Local" employees.
Companies can also have a Corporate Address that is not even in the same state as the License they're applying for.
For many single-license holders, there is no Company record associated to avoid confusion.
Note: A company is created when a license holder owns two or more licenses.
